The Memorandum of Understanding, which created the Task Force on Mental Health in the Workplace, is also included in this agreement. The Task Force`s mandate includes identifying ways to reduce and eliminate stigmatized stigma related to mental health issues, improving communications on mental health issues in the workplace, and implementing the National Standard of Canada for Psychological Health and Safety in the Workplace. The parties agreed on the MoU earlier in the negotiation process, in 2015, and the Task Force has been working it ever since. PSAC and Treasury Board have reached a preliminary agreement for the Technical Services (TC) group, which includes more than 11,000 civil service employees. The agreement includes significant progress on “common themes”, such as sick leave and staff adaptation, the details of which were worked out by the Joint Affairs Committee last December. The TC bargaining team was also able to usefully improve monetary compensation, improve existing allowances and create new allocations for certain categories of members. A committee will be established to address child care needs. Negotiations have also been undertaken to improve family leave, including extended family provisions. It is significant that the definition of family has been improved in order to involve more family members. This means that members can use the relevant provisions of the collective agreement for a larger number of family members.
